Is it proper to tell an adopted child that he/she is adopted, and when is the right time to tell that child? Please take into cognisance the type of society we live in which by far is very different from the western society.

If you don't tell the child it is adopted, the child will definitely know the truth perhaps after you are gone and such late information may cause a lot of damage to the child's psyche.  So it is better you say the bitter truth in time but it has to be when the child has come of age.

Charles, the western people tell adopted kids abt thier status from age 3/4,and keep answering questions as the child grows.Mind you in western world we hardly have abandoned kids,so the parents of the adopted child is always known by those adopting the kid unlike here that you hardly know who is the mother/father of the adopted kid.Also our society is still backward in such issues,and telling the kid about his/her status can affect her/his upbringing.Dont you think so?

My dear, I agree with you to some extent.  But you know there is nothing secret about adoption anymore.  It has come to stay and even if you don't tell the child, your relations will perhaps after the adopted parents are gone.  So why defer the dooms day?  It is better the child knows his/her status while you are still alive.
