Greeting, is it meant for a specific class of people like the younger ones to greet the elder ones, or is it meant for everybody both the young and old to greet one another irrespective of one's age.

Greeting is for everybody but you should not expect your elder to greet you first.  Greeting your elder first shows respect.
If possible, eldest will greet the younger ones because it reduce/decrees/remove any thing from ur hieght. But had made it that the younger ones should be greeting thier elders, let it be so.
